Google Performance Max in 2026: what it does, when it works and how to measure it

By Christian Bozic, Founder of Marketing AIgency · Updated · 11 min read

Short answer

Performance Max (PMax) is a Google Ads campaign type that runs one budget across Search, Shopping, YouTube, Display, Discover, Gmail and Maps and lets Google's AI decide where each euro or dollar goes. Since 2025 you can see search terms and channel results, add up to 10,000 negative keywords and exclude brand terms. PMax needs clean conversion tracking and enough conversions to learn from, and its results should always be checked against the revenue your company actually made.

Key takeaways

  • PMax is one campaign for all Google inventory, steered by a conversion goal and optional target CPA or ROAS.
  • Since 2025: search terms report, channel performance report, campaign-level negative keywords (up to 10,000) and brand exclusions.
  • Exact match keywords in Search campaigns still win over PMax when the query is identical. AI Max is the Search-only counterpart.
  • It fits online shops with a feed and lead businesses with qualified conversion data. It struggles with tiny budgets and weak tracking.
  • Judge PMax on incremental revenue. Exclude your brand and compare with shop or CRM numbers before you scale.

What is Performance Max?

Performance Max is a goal-based Google Ads campaign that serves ads on all Google inventory from a single campaign. Google lists YouTube, Display, Search, Discover, Gmail and Maps, plus Shopping when a Merchant Center feed is linked (Google Ads Help). You supply a conversion goal, a budget, creative assets and audience signals. Google's bidding and creative systems decide the channel, the ad format and the bid for every auction.

Instead of keywords you give an asset group: headlines, descriptions, images, logos, videos, a final URL and optional search themes. Google combines those assets into ads that fit each placement. You can add a target CPA or target ROAS, but you do not choose placements the way you would in a classic Display or YouTube campaign.

What changed in Performance Max in 2025 and 2026?

PMax used to be a black box. Most of the controls advertisers asked for arrived in 2025. The table lists what is available in September 2026 and where Google documents it.

Negative keywords only apply to Search and Shopping inventory. They do not stop ads on YouTube, Display, Gmail or Discover (Google Ads Help). Account-level negatives also apply to PMax automatically.

How does Performance Max work with Search campaigns and AI Max?

When a query is identical to an exact match keyword in one of your Search campaigns, the Search campaign is prioritised over PMax. Search themes in PMax carry the same weight as phrase and broad match keywords. Google adds one caveat: if your Search campaign is limited by budget, PMax may occasionally serve on exact match terms (Google Ads Help).

In practice the overlap is large. Optmyzr analysed 503 accounts with data from February 2025 and found keyword overlap between Search and PMax in 91.45% of accounts, across all match types including exact. Where both served the same keyword, the Search campaign had the better conversion rate in 18.91% of cases and PMax in 6.17%. The rest showed no significant difference (Optmyzr, 2025).

AI Max for Search is not a replacement for PMax. It is a set of features inside a normal Search campaign: broader query matching, automatically adapted text and final URL expansion. It stays in the Search auction, with Search reporting. Google says advertisers who activate it see 14% more conversions or conversion value at a similar CPA or ROAS, and 27% for campaigns that mostly use exact and phrase match (Google, 6 May 2025). Dynamic Search Ads are being moved to AI Max, with automatic upgrades delayed to February 2027 (Google, updated June 2026). Both figures come from Google itself and are averages, not a forecast for your account.

When does Performance Max work, and when does it not?

PMax works when Google gets a clear conversion signal and enough volume to learn from. Without both, it spends broadly and learns slowly. A practitioner rule of thumb for Smart Bidding is around 30 conversions per campaign per month, which Google does not publish as a requirement but which matches what most account managers see.

Performance Max fit by business type
Business typeFitWhyWatch out for
Online shop with Merchant Center feedGoodShopping inventory plus remarketing plus YouTube on one budgetBrand searches and returning customers inflating ROAS
Local business with store visits or callsGood with store goalsMaps and local inventory are includedCalls counted as conversions without checking quality
Lead generation (services, B2C)MediumReach is broad, lead volume can grow fastCheap junk leads unless you import qualified leads or offline conversions
B2B with long sales cyclesWeakFew conversions, delayed valueOptimising toward form fills that never become revenue
New brand with no conversion historyWeakNothing for the algorithm to learn fromSpend flowing into Display and YouTube with little proof
Budget below roughly $50 or €50 a dayWeakToo little data spread over too many channelsLearning never settles, results swing week to week

The daily budget line is our own rule of thumb for a single PMax campaign, not a Google threshold. Google shows recommended budget levels when you create the campaign.

How do you set up a Performance Max campaign?

  1. Check conversion tracking first: one primary conversion that reflects real value (purchase with value, qualified lead), enhanced conversions on, duplicates removed.
  2. Link Merchant Center if you sell products, and fix feed errors before launch.
  3. Choose the bidding goal. Start with Maximize conversion value (shops) or Maximize conversions (leads) and add a target ROAS or CPA once you have a few weeks of data.
  4. Add brand exclusions if a separate brand Search campaign covers your own name.
  5. Upload a negative keyword list for irrelevant queries such as jobs, free, used or competitor names you do not want.
  6. Build one asset group per product category or offer, not per keyword idea. Fill every asset slot with real, distinct assets.
  7. Add audience signals: customer lists, website visitors and custom segments based on search terms. They are hints, not limits.
  8. Decide on final URL expansion. Turn it off if only a few landing pages should get traffic.
  9. Set a budget that allows enough conversions per month and leave the campaign alone for two to three weeks of learning.
  10. After launch, check the search terms, channel and asset reports every week, and compare total revenue with your shop or CRM.

Which assets does Performance Max need?

The minimum set is small, but thin asset groups get worse placements and auto-generated filler. If you add no video, Google may create one from your images (Google Ads Help).

How do you measure whether Performance Max adds real revenue?

Measure PMax on incremental revenue, not on the ROAS it reports. PMax reaches people who were going to buy anyway: brand searchers, cart abandoners, existing customers. Google credits those sales to the campaign, which makes a high ROAS easy and meaningless.

The gap is real in our own data. A connected car app has run its advertising with the same agent system behind Marketing AIgency since 14 September 2026, across 9 markets. In Germany in September 2026, Google Ads as a whole reported €31.3k in revenue while the company recorded €23.4k in that market. Google alone claimed more than everything the company sold. How to calculate this gap for your own account is explained in our guide to true ROAS.

  1. Exclude brand. Add brand exclusions and let a separate brand Search campaign cover your name. Compare PMax ROAS before and after. Whatever disappears was mostly cannibalised demand.
  2. Split new and returning customers. Use the new customer acquisition goal or a customer list to see how much PMax revenue comes from people who already bought.
  3. Read the channel report. If most spend sits in Display or YouTube with conversions mostly on Search, ask whether the Search conversions were brand queries.
  4. Compare with the company number. Put total Google spend next to total shop or CRM revenue, week by week. If PMax scales and total revenue stays flat, the extra spend did not create sales.
  5. Run a holdout test. Pause PMax in a few regions or use a Google conversion lift study. Google's user-based Conversion Lift needs a minimum budget of $5,000 and at least 1,000 observed conversions (Google Ads Help).

Incremental ROAS = (revenue in test regions − revenue in holdout regions, scaled) ÷ PMax spend in test regions

Before you pick a target ROAS, check where your break-even lies with the ROAS calculator.

What are the most common Performance Max mistakes?

  • Optimising toward soft conversions such as page views, add to cart or any form fill.
  • Running PMax without brand exclusions while a brand Search campaign exists, then celebrating the combined ROAS.
  • One asset group for everything, so the same headlines advertise shoes and gift cards.
  • Uploading the minimum assets and letting Google auto-generate the rest.
  • Changing budget or targets every few days, which restarts learning.
  • Ignoring the search terms report now that it exists. Irrelevant queries are the cheapest savings in most accounts.
  • Judging PMax only in Google Ads instead of against shop or CRM revenue.

Can AI agents monitor Performance Max for you?

Marketing AIgency's agents check ad accounts, analyse the numbers before suggesting anything and put every suggestion with its reasoning into an approval queue. Watchers check budgets and ads every 30 to 60 minutes depending on the plan, around the clock. Every change is logged with data and reasoning, and its effect is measured after 7 days. The agents steer on the company number (real revenue or real leads) instead of platform ROAS.

Frequently asked questions

Is Performance Max worth it for small businesses?

It can be, if you track a clear conversion and have the budget to collect roughly 30 of them a month. Below that, a focused Search campaign is usually easier to control. Online shops with a product feed get the most out of PMax at small budgets.

Can you add negative keywords to Performance Max?

Yes. Since early 2025 you can add up to 10,000 negative keywords per PMax campaign, and since September 2025 you can also attach shared negative keyword lists. They apply to Search and Shopping inventory only, not to YouTube, Display, Gmail or Discover.

Does Performance Max cannibalise my Search campaigns?

It can. Exact match keywords win when the query is identical, but PMax still competes on close variants and when Search is limited by budget. Optmyzr found keyword overlap in 91.45% of 503 accounts in February 2025. Use brand exclusions and negatives to keep the roles apart.

What is the difference between Performance Max and AI Max?

Performance Max is its own campaign type across all Google channels. AI Max is a feature set inside a Search campaign that expands matching and adapts ad text while staying on the Search network with full Search reporting.

How long does Performance Max take to learn?

Plan for two to three weeks without major changes. Big budget or target changes restart parts of the learning, so adjust in steps of around 20% rather than doubling overnight.
